The length of the game is maybe a bit shorter than 1, several towns and other areas, plenty of stuff to do, not nearly all tied to the main plot. This is the main release of Fallout Tactics: Crusade. Thematically it’s closer to 1 than 2, gameplaywise it’s 2. It’s a stand alone game built on top of fallout 2.
